Stephen Rosander is the Programs Director of the Council On State Taxation (COST).  As the Programs Director, Steve is responsible for planning the agendas, and expanding the membership participation in that planning, of all of COST’s national conferences and educational programs.  Prior to taking this position at COST, Mr. Rosander worked as a Senior Attorney - State Taxes for AT&T in Bedminster, N.J., Senior Counsel - State Taxes for Texaco Inc., in Los Angeles, CA and as Staff Attorney for Occidental Petroleum in Los Angeles, CA.  He has also worked for PricewaterhouseCoopers, Ernst and Whinney and Touche Ross.  Steve has written several articles on state and local tax issues, appeared as a speaker at COST’s Basic Income Tax School and previously served on COST’s Board of Directors while working for Texaco.  Mr. Rosander is a member of the US Supreme Court, California and Florida Bars, as well as being a Florida CPA.  Steve is a graduate of the University of Florida College of Law in Gainesville, FL, and the University of South Florida Tampa, FL.
